The six coastal municipalities, side by side
These counts describe housing use at the census reference moment, 31 October 2023 at 24:00. They are a historical snapshot. They do not count properties currently seeking management.
| Municipality | All dwellings | Seasonal use | Calculated share |
|---|---|---|---|
| Bar | 41,729 | 14,869 | 35.63% |
| Budva | 33,918 | 11,252 | 33.17% |
| Herceg Novi | 29,696 | 11,700 | 39.40% |
| Kotor | 16,898 | 5,469 | 32.36% |
| Tivat | 15,264 | 4,405 | 28.86% |
| Ulcinj | 24,793 | 11,669 | 47.07% |
| Coastal total | 162,298 | 59,364 | 36.58% |
MONSTAT prints Budva's seasonal-use share as 33.18%. Its published counts, 11,252 / 33,918, produce 33.17% when rounded to two decimal places. Both values are retained in the CSV.
Tivat: 4,405 dwellings classified for seasonal use
Of Tivat’s 15,264 dwellings, 4,405 were classified for seasonal use, giving a calculated share of 28.86%. This describes how dwellings were classified in 2023. It does not show who owns them, whether an owner lives abroad or what services a particular home needs.
For an owner planning time away, the practical question is property-specific: who has agreed to visit, what will they check and how will unresolved issues reach you? Use our care visit checklist to make that brief clear.
Seasonal use and vacancy are different classifications
- Seasonal use
- Dwellings meeting MONSTAT's dwelling definition and used temporarily or for several months of a year.
- Permanent housing
- Permanent housing includes occupied and temporarily vacant/abandoned dwellings. It is a separate classification from seasonal use.
These are 2023 census classifications, not current 2026 counts. They do not establish ownership, owner absence, vacancy, rental availability, wealth or demand for property services.
We have not relabelled seasonal-use dwellings as empty, foreign-owned or available for rent. Counts for the six municipalities provide regional context; Riviera’s published property-care service area is Tivat.
Source and calculation method
Counts are transcribed from Table 1 for Bar, Budva, Herceg Novi, Kotor, Tivat and Ulcinj. Shares divide seasonal-use dwellings by all dwellings. The combined share uses summed counts, not an average of municipal percentages. Shares are rounded to two decimal places.
59,364 ÷ 162,298 × 100 = 36.58%
The 36.6% shown in the homepage overview is the same combined share rounded to one decimal place. The CSV retains both each calculated share and the percentage printed by MONSTAT.
